17. Romans 12:18

If it be possible, as much as lieth in you, live peaceably with all men.

Two honest qualifiers in one verse: if it be possible, and as much as lieth in you. You are responsible for your side and released from the rest.

18. Matthew 5:9

Blessed are the peacemakers: for they shall be called the children of God.

Peacemakers, not peace-keepers. The blessing is on those who go and do something about it, which usually costs more than keeping quiet.

19. Hebrews 12:14

Follow peace with all men, and holiness, without which no man shall see the Lord.
